Voluntary and community organisations invited to comment on North West Compact
Voluntary and community organisations and public sector agencies are being invited to give their views on a new agreement with the public sector in the North West. The North West Regional Compact is an agreement between North West public sector bodies and the third sector to understand their respective roles and responsibilities, which in turn leads to better outcomes for local citizens across the region. Regional organisations are invited to comment on a draft version of the Compact over the next 12 weeks. The intention is that a final version is adopted and formally agreed at a major Regional Third Sector Conference which is taking place on 12 February 2009. The Commissioner for the Compact Sir Bert Massie will attend the conference and will oversee the formal signing of the Compact. The Regional Compact has been timed to coincide with the publication of a North West regional strategy. Organisations that have committed to the Compact include: Northwest Regional Development Agency, Voluntary Sector North West, The National Offender Management Service, North West Network, 4NW, One North West, NHS North West, The Learning and Skills Council, Job Centre Plus and Social Enterprise North West. Liz Meek, Regional Director of the Government Office for the North West, said: "The next three months are a crucial time for consultation on the North West Regional Compact, and we welcome comments from the third sector. The Compact is a very important piece of work which will make a positive impact on people across the region, so it is vital that voluntary organisations play a full part in shaping the document." Richard Caulfield, Chief Executive of Voluntary Sector North West, said: "I am confident that this Compact will lead to improved partnership working and relationships between the public and third sectors in the region. "This is crucial to the economic and social well being in the region and it is timely that the production of this Compact coincides with the development of an integrated strategy for the region." A draft version of the Compact is available on the Government Office website at: http://www.gos.gov.uk/gonw/PeopleSustainableCommunities/Thirdsector/762183/?a=42496 (http://www.gos.gov.uk/gonw/PeopleSustainableCommunities/Thirdsector/762183/?a=42496). Citizens Advice Sefton has seen a sharp increase in the number of people seeking help for problems of poverty, housing insecurity and debt. Over the six months from April to September 2008, 4,034 people asked Citizen’s Advice Sefton for help with 10,960 problems. 64% of these problems were concerned with just two of the sixteen categories of problem the CAB can help with: debt and welfare benefits. There has been a discernable increase in the number of people seeking help to deal with creditors seeking charging orders, statutory demands and orders for sale. Charging orders for debts of over £5,000 put people at real risk of homelessness as these debts accrue 8% statutory interest which eats away at equity in the home at the same time that property values are falling..
